Remember that all our multiplayer games are embeddable, this means that a lot of people can play these games as guests without ever registering, seeing, or knowing about Nonoba. It's kinda hard to report some anonymous idiot who has no connection to Nonoba whatsoever.

Trying to police this or force people to behave is a Sisyphean task and we're not gonna go in that direction. What we can do though is to make better self-moderation tools, e.g. vote-kicking and a more visible ignore function, those would really help in these situations.

Just correct it when it happens?
